Ok how does one log their electrical service?
There's some cheap ones out there for home owners but with you're issues you might be better bringing in a professional with a commercial datalogger, there may be more going on than just voltage spikes.

I think before you go down that route turn off you're main breaker, yank the panel cover and make sure all the connections at the breakers are tight.

Andy check that link I posted - there was a suggestion to pull the light socket housing down from the ceiling and check the cabling. Apparently shoddy work can cause these issues.

Lots of these fixtures use those "push in" quick connect devices.

I never liked them much and always cut them off in favour of a traditional
    Marret.

The thing with Marrets is that you need to twist the wires together first, I've seen lots of pot lights installed where the "handyman" just put two wires side by side and twisted the Marret on. Usually a wire pulls out and touches the box tripping the breaker, or it pulls out and the pot light no longer works, I've not seen it where it causes a condition of burning bulbs out on the regular, but worth checkng for sure.

I like those when I need to save space in a crowded box.
A Youtube electronics guy I subscribe to (can't recall which one at the moment mjlorton maybe) did some testing of those push-in
connectors and they did better than I thought they would.

I think if used properly they're just fine in the right application, I've seen them where people don't strip enough insulation, jam them in and don't get a good connection.

So are you saying that the upper floor doesn't have bulbs going out, it's just main floor??

This. Had this happen in a showhome. Odd things happening, bulbs burning out. GFCIs tripping. Found black wire inserted into the breaker, but screw was very loose. Tightened it, and was great from then on.

Definitely check all screws, breakers neutrals and grounds.
