yep, the building is actually round its the concourse that makes you think its an oval, it actually really mindfucks you because the "oval" of the concourse is actually like 45* from what you'd expect it to be.

If you rotate the seating map about 30 degrees counter clockwise you get the actual layout. The 4 staircases are roughly located roughly at the ends of the press level seating.

The concrete in a rink makes sense if you want to get year round usage out of the space, basketball court, tennis court etc. A lot of actual arenas with artificial ice are sand floors. Finished concrete is going for 8-9 bucks a square foot.
