    Yeah, I'm pretty sure people telling the Californian government that they're going to be late on their taxes because they're broke won't go over as well

    Well considering they are nearly bankrupt and have no money, this is no surprise. I wonder how the people who just purchased the govt. bonds feel now.

    This is typicall of a govt. institution about to go bust. Stop payments going out and go and borrow as much as you can. This happened to New Zealand in the 90s I believe- right before a massive maturity and interest payment to bond holders, the govt. told every foriegn official around the world to head to any bank and borrow as much as possible...and well...they still went bust. And now, they advertise on their ambulances and hospitals in order to generate money.
