Recovery disk

Might be clutching at straws but it's worth a shot.My kids old Samsung notebook crashed so he had a friend check it and install a new hard drive...issue is there is no recovery disk available and Samsung and Microsoft are at best combined working on an iq of single digits...anything I can do to save him having to buy a new one?

What version of Windows? I could burn a disc if you need.
