Strange license plate

This 40's something Caucasian guy passed me in the airport tunnel this afternoon and I immediately noticed that something wasn't right about his plate - just red numbers on a white background. Letters weren't raised nor was there any other identification on the plate - no front plate either.

So homemade job (???) because if it is, I just can't see them getting away with it for long...

British army reg plate. Would have to be a pretty serious offence for a cop to pull him over and even then they would have to hand the case over to the military police.

My bet is either diplomatic plates or military plates.
