It requires the proverbial phone number, and locks you out. It also disables system restore and refresh.

I'm going to try the bootable KAS.

Is this the one where they add a Windows bootloader password? (safe mode doesent work, etc.)

No, it's a different variant.

Upon the the MS boot, a message appears to pay a ransom, and you're locked out of everything.

At that point, a bootable solution is required. Too bad that the bootable antivirus didn't remove the infection (no real surprise), so I ended up having to do a reset to the OS, and long story short, it's all good now.
