As for this, I dont like it but ignoring the larger consequences (more government control) I dont mind if my DD had a 150km/h upper limit. Assuming I dont want a new car to track or it isn't possible to turn off.

An Act to amend the Motor Vehicle Safety Act (speed limiters)

Definition of “speed limiter”


5.1 (1) In this section, “speed limiter” means a device mounted on a vehicle that, when engaged, electronically limits the maximum speed at which the vehicle is driven to the speed set on the device.

This section is explaining what speed limiter means when they refer to it below


Restrictions re manufacture, importation, sale and lease

They state here that is illegal to import/sell/lease/purchase a car that isn't equipped with a speed limiter set to 150.

They state here is it illegal to release a vehicle that has the limiter disengaged or to turn it off


Restriction on operation

(4) No person who owns a vehicle or leases a vehicle from another person shall operate the vehicle or allow it to be operated by another person unless it is equipped with a speed limiter that is engaged and set to a maximum speed that is not greater than 150 kilometres per hour.

they are saying here you cant operate one either, so saying it is my buddies car wont cut it

Application

(5) This section applies to vehicles manufactured on or after January 1, 2010 that are not fire-fighting vehicles, ambulances, police vehicles or other vehicles that are used for the purpose of emergency or vehicles that belong to a class of vehicles that is exempted from the application of this section by regulation.

they are saying here that certain vehicles are exempt

I would 100% agree with you, until there is that 5 seconds on the highway when you need to punch it to save your life or others. Of course it's easy to argue " a good driver will never get himeself into that situation" but the reality is, that every so often, speed saves lives.

On his website, the MP says 150 is the speed at which a vehicle can be confiscated. Why on earth would that be a reason to set it to 150? Why not keep that person out of trouble and limit his/her vehicle to 110 km/h?

OTTAWA -- If truck engines can be governed, then why not cars as well? That’s what Scarborough, Ont. Liberal MP Jim Karygiannis wants to know.

A former parliamentary secretary to the Minister of Transport, Karygiannis recently introduced a private members bill that would require electronic speed limiters set at 150 km/h on passenger vehicles manufactured after Jan. 1, 2010, according to the Midland Free Press.

While the proposed threshold is still 40 or 50 km/h higher than most posted highway speed limits in Canada, Karygiannis said he chose 150 km/h because that’s the speed that authorizes police to confiscate vehicles.

"Why does anyone need a car that goes over 150 when you can’t go that fast or you lose your car," Karygiannis told Land Line, the official publication of the Owner-Operator Independent Drivers Association (OOIDA).

In order for his bill to be heard in Ottawa, Karygiannis said he needs to convince the Conservative speaker of the House to allow debate.

Karygiannis admitted that there isn’t a lot of support for his proposal at the moment.

Not a very high percentage do or need to, but my DD hits over 200kph on the front straight at Race City and if it couldn't go over 110 it would make track days pretty boring.

Do we really NEED cars that can accelerate to 100 in under 10 seconds, no. Do we want them, YES.
