New user fees for transit

With talk of a possible three-year 25-percent municipal tax hike, some Calgarians may be facing yet another hit to their pocket book.
City hall's tentative budget, includes a new fee for transit users who use the park-and-ride system, as well as fare increases for transit.
It's the park-and-ride users who face the biggest hit a $3 daily fee for a parking space that's currently free.
The city anticipates it could raise as much as $6 million a year through the program, thanks to its 14,000 parking spaces at 33 park-and-ride locations.
The money would go towards maintenance as well as increased security.
Transit hopes to hire an additional 30 peace officers and 32 maintenance workers.
One park-and-rider tells the Herald, he uses transit to avoid headaches in traffic but with the new fees, it might not be worth it.
The monthly transit pass is also in for an increase, from the current, $75 to $90 a-month in 2011.
for the amount of and (lack of) quality service CT provides, a $90/month transit pass is outrageous.
suggestions:
1. have an LRT-only pass for people who don't use buses. this could be 1/2 or 2/3 of a full pass.
2. implement a zone system. 1 zone bus pass is good in either of the 4 city quadrants. 2 zone pass is good in 2 of the zones, 3 zone, 3 quadrants, 4 zone, all over the city, and all zone passes would be valid in the downtown core.
