LF: Body techs that do jobs on the side at home?

I just noticed a small area which has some paint bubbling which I'd like to get nip in the bud before rust really sets in. Just wondering if there's anyone that can be recommended to do the small rust repair (like 3" long) and can do a "spot" respray?

This is the extent I'm referring to. Would perhaps like to tackle some rock-chips too at the same time.

I've got a HFP body kit where the side skirt is falling off and need to reattach it.

By the time i grind out the rust and fill it with a blend about 400.00
and looking at June the earliest.
