RRSP withdrawal - same timing as contributions?

If an RRSP withdrawal is made before Feb 28 2017, does it count on the 2016 taxes just like a contribution in that timeframe would?

Withdraw is for calendar year.

Withdraw from Jan 1, 2017 to Feb 28, 2017 is considered income for 2017.

Your institution will give you a T4RSP for tax purpose.
