They have not done shit so far because they worry about foreign capital fleeing.

Now foreign capital has mostly fled to Singapore and Tokyo and Hainan being a complimentary free trade port that will rival HK's status eventually, may as well make HK fall in line.

Most people don't really care as long as they can still make a buck. And record number of HK people are now spending tons of leisure $ back in mainland since everything is 30%-50% cheaper due to deflation. Friend and uncle went back to mainland and they basically said food is better and at 1/4 to 1/3 of Canadian prices.
