standyby should do it, it should basically look like ur computers turned off... but on my computer instead of moving the mouse, i have to press the power button but it goes on right away.. no waiting..

but if u standby i think u lose the connection to the internet..

might as well just leave ur computer on.. the fans shoudln't be that loud..

well in the power options there is an options to turn off the hard disk after X amount of time of being idle, it can do that for the monitor too.

Your computer doesn't have that feature then. Whenever my old one went on stand-by the fans would keep running, but on my new one they'll shut off.

It's standby. If the fans are not turning off, your computer is still making too much heat, even when in standby (as you mentioned, it's not the same thing as being off. Computer is still running). It may cool down enough to slow down the fans after awhile. Did you leave it on standby for more than a few mins?

You can invest in quieter power supply and a quieter harddrive. Also, P4s are quieter than Athlons. Modern motherboards control the speed of the fans, and increase/decrease as needed. You don't want to override that, or you may have a nice new melty paperweight.
