If that is the case, I would finish the bathroom. It will look out of place and incomplete which could be a turnoff to some buyers.
If the whole basement is still unfinished, I wouldn't bother.
Truthfully, it's still a buyer's market so it likely doesn't matter either way.

I agree with this. Most renos guys do to sell end up being a cheap and trashy product which sounds like would be his plan "just to get it done". Leave it as roughed in then if someone who buys can build it how they want with the quality of product they want.
