If we keep blaming the breed, we'll never start charging the owners. I think of it like gun ownership. Guns and Bullies are both dangerous, but it's how stupid or reckless the owners are that makes the difference if innocent people get hurt. I know a gun will never go running across the street to maul a child, but a responsible bully owner would have a dog proof property that it couldn't escape, much like a gun locker will ensure kids won't be playing with the contents.

The gun analogy is actually pretty stupid. There should be way more appetite to ban pit bulls than gun. Guns cant just autonomously get up and murder someone. But pit bulls can.
