Try the Inns of Banff/Swiss Village
Thay have always been the cheapest that I have found, and they have a really nice facility.
For Valentines we got the top room with champagne, pillow chocolates and breakfast for $170 including all taxes.
Expect to pay around the $150 mark with all taxes etc.
