What size of steerer tube 1 1/8"?
how long is the steerer tube cut?

not to sure what the size of the steering tube is, i'll have some measurements taken today.
how woukld i now if this'll fit on my bike? r they all universal or sometin?

I'm not sure what bikes they'll fit, i'm assuming Specialized's for sure. I can't see why there would be a huge difference in fork neck diamater between manufacturers

It has very little to do with brand.
The head tube diameter is most likely 1 1/8", the most common by far but there are also 1" and 1 1/4".
The length is the biggest issue, every frame is different. Generally the bigger the frame the bigger the head tube.
You can get a good idea by measuring from the bottom of the bearing race on the steerer tube to the top of your headset.
BTW this looks like a threadless headset design, some older bikes have threaded so it won't fit those (unless you change the headset)

hedge is correct, the tube diameter is 1 1/8", length is 4 3/4", but the top of the tube is threaded. so i hope that is sufficient information for those who are interested.
