try replacing fans with bigger ones, like 80mm with 120mm that should help noise. also try putt rubber gromets on the screws for the hard drives so its not metal to metal to help with vibration.

or perhaps a case designed for low noise.

hehe its all pretty quiet right now its mostly from my intake case fan im thinking its a antec double ball bearing fan but its rated at 30 db which is pretty loud cept my tempartures are pretty good im thinking...

cpu 33 degrees celcuis at idle, 44 at max load
mb at 27 degrees celcuis

im overclocking at 22 percent of my 2.0 ghz p4 northwood processor cept my vcore voltage is turned up a little at 1.65

Foam will only take you so far. If you want to get serious, get some low flow Panaflo fans and the Sunbeam rheobus, then take a look at your components individually....namely the HDD, CPU and PSU.

Even with the low flow fans, my temps as of right now are 32 board, 39 processor, 28 HDD....pretty decent and nice and quiet.
