shit, its hard to explain, any camera can do it, go to the misc. section and go to the photo thread, there is more than enough knowledge there to explain it

Depends what you really want ..

even a small camera can do it ..

you can set the shutter time from 1/2 second . to .. say 10 or 20 seconds to do so .. and the camera will pick the right amperture for you ..

try do do +1 to +3 exp for those kind of nite shoot .. and set the iso as low as possible .. in order to keep lower noise level. :D

Anyway, what you want to do is decrease your shutter speed. The darker it gets, the slower the shutter speed. Of course, there are other considerations like aperture and having a tripod to prevent blurriness. What kind of camera do you have? Many allow for shutter speed adjustment.

Like some people said. You need a tripod and a camera that you can allow a few seconds of shutter speed to allow the moving lights to blur.

This is what 1.5hrs looks like:

As mentioned above, it's simply leaving your shutter open for an extended period of time.

anywhere from 1 second to over an hour depending on what you're shooting. Most traffic ones are anywhere between 3 and 15 seconds.

This is an old photo of mine, obviously I had to leave the shutter open a long time to have 1 seamless band of light from start to finish.
