The might just be a situation where I am showing my obvious ignorance about cars (although I'm trying to learn), but how can this car be used if it has no miles on it?

Is it no mileage on the chasis or engine?
It could be an engine swap.

The guy probably just forgot to put in the mileage or something. He doesn't mention zero mileage in the description, so I assume it was just an accidental omission.

It could also be zero miles on the new engine that's in it.

Is it generally ok to buy a car on ebay, or is it usually not a good idea?

It's illegal to list it as 0 miles, even if the engine is new, plain and simple. If you were really grumpy, EBay can remove the listing over an omission like that.

Anyhoo, most likely it was an accidental omission. Best bet would be to ask the seller what the mileage is, and shows, since a lot of older vehicles have a 5-digit odometer, no idea what a 1970 nova would have.

I bought my last car on EBay, TONS of surprises, overall, I would never do it again.

a 70' Nova would be a 5 digit odometer.

My 74' Nova only has 5300 miles :D
