depends on alot of things. if your registered as a secondary driver on one of your parents vehicles then they will have to pay more to have you insured, learners permit or not. But I dont quite understand your question 100%.

Well...if I understand you correctly...

No, their insurance won't go up when you have your learner's permit as they have to be in the car with you when you drive. Doesn't hurt to have your parents call your insurance company and let them know you will be learning in the vehicle.

Once you get your license, you will have to be listed as an occasional driver and be subject to a premium for that.
