Probably leftovers from the communist government.. Back in the day everyone got free housing, so the USSR government used to have constant building going on. When the government 'fell' the building stopped. Supposedly there are tons and tons of places like this all over Russia and the former USSR.

i saw this stuff a few years back on Ripley's...i think they call it "yamakazie" or something. basically it's all crazy crap like that but you're not allowed to stop running/moving. they had these crazy guys in so-cal running through a mall doing all kinds of cool stuff. it has a huge following world wide.
