you should confirm whether the bumper is for a 96-98 or 99-00 civic...

^^^It's 96-98, and it has a big crack on the bottom in the middle of the bumper. It will have to repaired with fiberglass, just painting it wont do the job, the pics will show what I mean.

Also one fog light is missing and the other has broken glass

Yes they fit 96-00 civics.

As for the paint condition, im not sure. I havent seen them in a while.. when i do I will take pics and find out the condition.

The paint condition looks good, except for scrapes all on the bottom side, but thats not noticeable once on the car.
