Actually, neither of the games are that rare, but seeing how they don't produce PSX games no more, that's more special than the other. However, the Shining Forces can still be found at EBgames, brand new... Star Ocean is a lil harder to come by, especially in good condition, but if you try ebay, they'll have a few kicking around, some still new if you're willing to pay for it!

not shining forces neo, already have that one, shining tears. havn't been able to find it, last i asked they only had it in the us or something and they were sold out too

ur best bet still is to go on ebay... However, locally, Video Game Traders should have it, but they'll charge a premium for that..
