Blue lights?

What are these blue lights I'm seeing in intersections? Seen them at a couple light on elbow today, they are just off to side of the interesection, mounted up the poles in the corners.. Did some searching online, but only found these:

But thats not them, these are small lights off to the side...

Oh and rumour has it theirs radar in the bushes on edmonton trail/macknight.. I think its a comfort inn or something right there....

it lets city tranist buses know the RF signal has been recived from the transmiters, and the light will stay green untill the bus passes... free up thr trafic flow for busses on busy roads

How close are the buses? Because those two I seen on elbow, there wasn't a bus around me at the time.. unless he was back a block or so...
