NO, if the vehicle is being sold as a private sale, this means they cannot under any circumstance claim to be charging you for GST. The only time you can ever be charged for GST is by a business with a registered GST number. If you ever have any doubts, all places that can charge GST will be able to provide you with their GST number. If they cannot, then something shady is most likely going down.

I remember some asshole tried this on me once when i was younger. We haggled over the price of the car and we settled on a figure. I came with the cash and then he said well because i run a business ( A Ranch??) he said he had to charge me GST.

I laughed in his face and walked away.
