Grunting sound coming from steering?

When Im sitting in a parking lot and turning my wheels or when maneuvering @ a slow speed (etc taking off) I get this grunting type noise when turning the wheel. I looked at the PS fluid and it appeared to be foamy?

maybe a leakin line where air is getting into the system

did the resovior go down?

take off the boots/bellows that cover the inner tie rod and inspect for fluids

try a power steering flush
if that dosent' work
try the power steering stop leak stuff from made by lucas

My fluid was foamy, and i found a hole in the line the goes to the pump from the reservior so i replaced it and flushed the fluid, i refilled it and started it up and the fluid turned foamy again :drama:
