I have alot of heavy rust from my 19yr old car, Is there a stronger chemical than CLR to get rid of that kind of rust or I am stuck with sanding it off?

you live in windsor, it will rot away in 3 years anyways... you would have to sandblast to get it all anyways

Rust is like cancer there is no cure for it, you can slow it down by temporary fixes but it wont last to long and eventually you will have to re do it.

Cut, replace, weld is the only way to go for longer lasting repairs, the question is it worth it ?

well, definally worth it for this car, is sandblaster just pressure sand from a gun, basically trimming the surface?
