It isn't uncommon practise for air forces to sell off older planes. Though usually not for this cheap. There is quite a market in the States for ex-military jets. Russian generals are infamous for selling off what they may or may not have the right to sell. I believe the L-39 Albatros is the current hot item of the military jet collector, coming in at a whooping $600 000 a piece for the cleanest, and lowest time ones. However you can get L-29's and British Provost Jets for less then the price of a new M3.

It's not like flying your run of the mill Cesna though. Takes hours and thousands of dollars ($13 000 to $15 000 American) worth of training to be fighter jet capable. IIRC on average there are two private fighter jet crashes a year resulting in four to six deaths.
