there is a hill off centre street bridge by Cresent highschool i believe.. good makeout spot

Scottman's Hill by the stampede is pretty cool cause its facing West

You can also go get Old Banff Coach Road behind the ski jumps.. lots of nice little roads on there that are elevated way above spring bank facing west

an office building? know anybody with a window office? Calgary tower maybe? but I am unsure if that is open late enough in the summer.

if your coming from the downtown core and head up 14st NW to nose hill park there is a dirt road going up a hill you can get a view of the core and the sunset.
