how to adjust headlights on 1996 civic??

yeah trying to adjust headlights on civic but can't seem to figure it out...there is like a little gear assembly but dosn't seem to do much?? is that still what i have to do or what how do i adjust them i have a perfect surface to use to adjust them and shit just can't seem to figure it out hehehe:dunno:

you can do minor adjustments with the 4 mounting bolts... would that help?
