sending pictures with fido

Im on fido network and cant seem to send pictures that i have taken...They say sent but my g/f doesn't get the picture just the message. Maybe you have to pay to sent text with picture? like subscribe.

is it a unlocked phone?
if so she needs to setup her mms
and internet settings
