First number represents number of paragraphs.
Second is the number of time the sentence is printed in each paragraph.

As for the sentence, its a well known sentence that contains all the letters of the alphabet, only once each.

it's so that they can generate a bunch of text that countains every letter to test fonts and such.

that's a built in function... a text filler; it's a good tool to have to test every character in the alphabet and for filling up text bodys in websites when building them :)
