Also remember to get aligned so that there wont be uneven tread wear.

okay heres my info for you, Lowering is safe unless taken too far, make sure your brother lowers only a FEW inches at most. Your stock struts are not ready for intense lowering, soo keep it small! or your struts will be shot in a couple months. Lowering is safe, and is a good decesion if your looking for the racecar feel in a sedan or normal car, ask any of my friends they feel like their in a race car when driving with me.

Next its important to 1) ALLIGNMENT! any kit will tell you to do so! lowering sets your car all out of wack! iam lucky it barely did at all. and 2) is what i need, a camber kit. CAMBER is the TOE angle your tires are at or if you look at the back tires of a BMW or Mercedes they are angled in at the top right? YES! this is to give grip arround corners BUT! excessive tire wear for daily driving. A camber kit will alow you to adjust so your tires lye flat when normal driving and you can switch it to excessivly cambered for the track! you can get kits for the rear and front, for a civic a complete kit would run you about 500.00.

Bottom line is when lowering a vechicle, if you have money buy complete strut/spring packages! they are usually adjustable for drop and come with very good struts! if you dont have the cash invest in a good coil over system adjustable is usually good because you can play with ride height. then go into the strut bar and tortion bar sectors if your looking for performance! if looks! then dont worry about it.

Those cars have such a huge amount of front overhang, a drop will reduce his front clearance drastically. Stock doesn't look bad.

Its a FWD Pontiac Grand Prix - Don't lower it. Also, the overhang would be an issue too I think.

Find out how much suspension travel there is stock. If not much leave it alone.
If he really wants to go low get full coils or shortened struts/shocks.

Car will handle like ass otherwise.

If its just for aesthetics, then leave it. If he actually wants his car to handle better, then go for it.

I agree with what FiveFreshFish said regarding the front overhang, but I don't think that will be as much of a bitch as the length of the wheel base on that car. You lower that thing more than ~1.5" and going over any sharply angled driveways or entrances won't be pretty for the underbody.
