Sure it is, and has been "known" for a long, long time.
Problem is that electrolysis needs energy from somewhere to break water down into hydrogen and oxygen. The amount of energy you spend doing this is signifcantly more than the amount of energy you can get burning the fuel you get out. So, until someone finds a better way, its simply not practical.
That's true, electrolysis is an "expensive" method as far as energy required to produce.
There is another expiremental discovery though that has taken place even more recently. It uses urine crystals that are broken down into nitrate molecules and then mixed in a fuel injection system with pure oxygen to create a super-fuel. This fuel will combust in modern gasoline engines without a problem, and there's a company that manufactures O2 extraction units that run off the vehicle's electrical system. So the only external energy required to power this type of engine is the urine itself. Farmers and public facilities of course are seeing it as a great revenue stream (no pun intended), and there are even stories of neighbours knocking on doors and asking for product.
