Free program to convert Mp3 bitrates?

Any good ones out there? Someone told me Itunes but I dont see how this is done..:(

I want to lower the bitrate on some of my mp3s.

The best program I came across is CDex. It's does an amazing job ripping CDs and re-encoding mp3s.
