Does alberta have an emissions law? As in do i need a catalytic converter to pass an out of province inspection? if i do, can anyone "reccomend" a lenient place to go for an inspection (seeings how i can take the cat off right after anyways...)

and do OOP test headlights for DOT?

No you do not need a CAT to pass an Alberta oop. The headlights are hit or miss. Some mechanics will look for it, others will not. Technically the lights should be checked so be ready for that. But the cats for sure are not required to pass.
