removing front license plate holder? wat the heck

i cant get it off?! i mean.. the screws arent the problem.. i look at my jdm mr2 and the front license plate holder the screws arent even screwed in its like held somewhere else.. any idea how to get this off?!

Is the licence plate holder held onto the bumper by clips?

that might be it! im not sure cuz i cant really c behind it its held on pretty damn snug and i know its moving my bumper around when i move it gently around so that seems that close but how the hell would i remove that
