Laptop with no OS

Ok, I got my laptop back cuz they had to replace the HD. Micorage replaced the HD with no other work done on it. So without an OS, is it normal to have the black screen and a cursor at the top left? I want to be sure that its work. What I need to do is to take the LT home and run the restore CD.
