I think that hummer is more for advertisment purposes then to catch the bad guy!

I come to this conclusion by looking at the 2 ladies that hes gonna give a ride to.

Exactly, it was free donated by Shaw GMC as long as they advertise with the Shaw GMC logo in the window, though Shaw probably gets to write it off.
