need help changing a gsm band???

so I was interested in this phone on ebay...but the thing was its from china...so i was wondering if I can change the gsm band...if I can then where I can do it and how much does it cost?

right now the phone only has: GSM/GPRS:900/1800
but I want to use it with rogers
