weak power steering? does this mean its soft or hard when turning? and are the fenders rusted through? or is it just surface rust?

Weak as in not as strong, just harder to turn the wheel then your average new car power steering

The driver front fender i'm pretty sure is rusted through, but its under a layer of bondo (pretty easily replaced). All the rest are okay.
