The only way to slow it down, is by fixing it right. Cut it out, weld new metal in, and re-paint it.

What year is the car, and when did it start?

KustomKreationZ is right if it is not just rail dust. :( I am going to try and repair some rust spots one it warms up on a civic I take care of. It is not mine, but the owner needs it looking perfect. I shall try and take pics and do a write up, if i have time.
