I'm assuming that what he means is that currently there are regulations that state that any public radio station must play a certain percentage of their broadcasts with canadian artists. thats why we hear so much from bands like nickleback, simple plan, sum 41 and other canadian bands like them, they beat the songs to death because there isnt enough approved canadian content to mix it in normal amounts, I'm assuming the current rate is above 10% and so lowering that will ease up on the canadian content crap. on the other hand if they are raising the amount then I'm buying sirius again.
