Missing Car Manual

1. I just bought a used car, the owner didn't have a car manual for it, where can I purchase one?

2. Not sure what it is called, so here is a picture. It's one of those steering wheel locks. Do any of you use one of these, and is it very secure?

car manuals if they are new enough can be purchased at the dealership.

as for the picture its a club, pervents people from moving your steering wheel, so if they brake in then they cant move the wheel. not sure how secure it is

It would take me about 15 seconds with a hacksaw to get a club off. True, I can't cut through the club, but I can cut through the steering wheel.
