Does anyone know of or have experience with a shop that PAINTS wheels. I DO NOT want to powdercoat... only paint.

Bodyshop. Don't see why they wouldn't scuff em up, paint em and clear em for yah.
We had a vehicle at our shop with scuff marks on one wheel, he wanted it cleaned up, so the spoke was scuffed up, painted silver, and recleared.
