is that the receiver box that goes with the dish?

The LNB attaches to the arm on the dish, its what receives the signal.

Does this take two input signals and splits into 4 signals?

may work with 2 different satellittes. never tired it. But if
want 2 different satellites best bet is to go with the SW44 mulitswitch
