There's quite a few V8 fords in mustang that rev over 7.5k. I know of one in Calgary that goes over that by quite a bit.

Yes, I know Tecmotion (Mathew) is running well over that for rpm.

However, are they 400 ci strokers also running two T88 turbos at big boost numbers as well?

I'd bet Dal clears atleast 9000 through the traps in that motor. You think he's going to get a useable powerband shifting it at 6000 or 7000 RPM's? Thinka bout how long it takes a GT47 to spool up on a 3.4L supra, which is about 200 cubic inches. They don't start kicking up shit untill about 5000 RPM's, so a moderately safe guess for this motor that's twice the size but two turbos would be it isn't making a whole lot of boost untill 5000 RPM's.
