When can I start applying for one? I gotta pay my tuition by July 30 for my SAIT Course.

apply now, you could start applying since May but their site was down but it was back up for applications since mid-June

You should see if you can get an extension from your school, if you apply now I don't think you'll get it before July 30th.
Just tell t hem you're in the process of getting your loan processed they should be fine with giving you some time.
