looking for a standard in running condition that WILL pass safety inspection, thats about it for what im hoping for

How about a 95 Neon... It's a piece of shit but for $1500 you can't go wrong.

Runs, need TLC but should pass inspection with out much. If it needs anything, I am sure the price can be adjusted.
