Hey guys, I have a bumper with a fiberglass front lip moulded to it, and I want to separate the two and repaint them both because the rock chips have taken their toll on both units.
Is there a way I can do this without destroying the bumper and/or the lip? Whatever they use to mould the two has started cracking a VERY slightly at the wheel well as well. So I was wondering can I slowly work my way around the bumper and "break" the bond and just take the lip off and sand whatever is left off?

Here is a picture (horrible it may be) of what I am talking about:

And the Crack and small damage that should be simple to fix.

Or is it better to "repair" the bumper and then repaint it?
Currently, it feels like whoever painted it previously forgot to put clear coat on it.
The paint feels rough and not glossy. Will this happen again?
I got a quote for $700 to fix this, is that normal?

Thanks in advance.

They quoted $700+ to fix that. I thought, well for that price I could buy the AP2 bumper AND lip AND paint them.
